Ceres buys electricity from Turlock Irrigation District and gas from PG&E. That makes current TID heat-pump rebates relevant here even though they do not follow you across the Modesto city line. The house still has to support the equipment, and Ceres water conditions still belong in the choice.

The short answer for a Ceres replacement
Start with the existing fuel and whether hot water is urgent. Then compare the complete work the house needs, with the current incentive treated as conditional money until TID accepts the application.

The current TID water-heater rebates
TID lists two heat-pump paths. The larger amount is for leaving gas or propane; the smaller amount is the standard qualifying-equipment path. We found no statement that they stack.

Ceres water does not have one hardness number
The City blends treated Tuolumne River surface water with groundwater from twelve municipal wells. The blend changes with demand, and the 2025 report shows how far conditions can move across the system.

The report describes the municipal system. A private well or another water provider needs its own evidence. If mineral load changes the purchase or warranty plan, test the property rather than assigning it the system average.
What the range changes for the equipment
Mineral scale forms on hot surfaces. A storage tank spreads that exposure across a large element or flue and can be flushed. A tankless heat exchanger puts the full flow through narrow passages, so scale can affect performance sooner when the water reaching the house is near the high end of the range.
This does not make tankless wrong for Ceres. It makes a water test, isolation valves and a model-specific descaling schedule part of an honest tankless quote. The same test can stop a contractor from selling treatment based on the 490 mg/L maximum when the house receives a lower-mineral blend.
The City says the newer surface supply has lower mineral content and that the mix of surface and groundwater can vary. Ceres requires a permit for replacement
The City names water-heater replacement among the common projects that require a building permit and sends applicants to an online portal hosted by Stanislaus County.
We did not find a current City schedule that publishes one fixed water-heater permit fee. That is not a reason to omit the permit from a proposal. It is a reason to have the contractor name the permit, the party responsible for it, the inspection step and the amount included in the quote.
A like-for-like tank replacement and a conversion are different scopes. A conversion can add a dedicated circuit, panel work, condensate disposal or gas-line closure. The Ceres Building Division should classify the actual job before anyone treats a nearby city’s fee as the answer.

Size for the busiest hour in the house
Census QuickFacts reports 3.51 persons per Ceres household for 2019–2023. That citywide average cannot size one family's water heater. The fixtures used together and the recovery time between uses are the facts that matter.

TID's current heat-pump rebate sets a 50-gallon minimum first-hour rating. That is an eligibility floor, not proof that 50 gallons is enough for the household.

We found no representative set of local quotes with matched scope, so this page does not publish a synthetic Ceres price range. A useful comparison starts by making every bidder price the same work.
The proposal should name the model, capacity, warranty, permit, disposal and code items. A conversion should assign the circuit, panel decision, condensate route and gas-line closure to specific people. A tankless quote should show the winter flow calculation, venting, condensate and isolation valves.
Keep rebate money below the project total until eligibility is confirmed. If one proposal subtracts $1,000 and another shows the full price, add the rebate back before comparing them. What changes from Modesto and what Ceres shares with Turlock
Ceres and Modesto sit close together, but the electric utility changes from MID to TID. That changes the rebate and rate context. Ceres and Turlock share TID electricity and PG&E gas, so repeating the same fuel-cost arithmetic here would not add evidence.
