These figures cover permit components. Installed project price includes the equipment and work outside the permit office. The schedule says fees can change without notice, and a different scope can add other permit categories or review.
Manteca water does not support one hardness number
The City's 2025 report describes two supply sources and explains hardness, yet it does not publish a current measured hardness result for the municipal system. An exact Manteca number would come from somewhere else.
City-served addresses receive a mix of local groundwater and treated surface water purchased from South San Joaquin Irrigation District. The surface water comes from the Stanislaus River through Woodward Reservoir. The City says groundwater from most wells is treated or blended with that surface supply.
That moving blend is enough to reject a contractor’s unsupported citywide hardness claim. It is not enough to predict the scale at your fixtures. If mineral exposure will affect a tankless maintenance plan, a warranty decision or water treatment, use a current test from the property and ask the City what source serves the address.
The municipal report does not describe a private well, and a Manteca mailing address does not prove City water service. Well owners need their own test history and a water analysis suited to the equipment under consideration.

- Water supply
- For City customers, local groundwater is treated or blended with surface water purchased from SSJID. The municipal report does not cover a private well or another provider.
- Water hardness
- No current measured citywide value was published in the 2025 report we reviewed. The report supplies a hardness classification scale, which cannot be substituted for a measurement from the Manteca system or a particular home.
Status: unresolved by source and address. Test the property when scale affects equipment selection or maintenance.
- Permits
- The schedule effective 15 August 2026 lists $85 for a residential like-for-like water-heater replacement and a separate $83 residential flat-fee administration charge. Confirm the classification and total for the actual scope.
- Climate zone
- The City publishes California Climate Zone 12 in its design criteria. Hot, dry summers can suit a garage heat pump installation when the room has adequate air volume, a condensate route and acceptable noise at adjoining rooms.
- Incoming water temperature
- Modelled at 45°F to 55°F through winter and about 72°F in summer, inherited from the Modesto record. Tankless sizing uses the cold end.
Status: modelled. No local measurement was located. Climate Zone 12 describes outdoor design conditions rather than mains-water temperature. Ask the installer to confirm the design assumption for the address.

Search results contain advertised contractor prices. We found no representative Manteca quote sample with matched scope. Publishing a city average from those pages would turn advertising into evidence.
